Full procedure Put up a yurt café on a summer pasture
A café in yurts on a summer pasture (jayloo) of the ISEZ, serving tea, kymyz, boorsok and kuurdak to travellers from May to September, and taken down for the winter.
Obtain the pasture-use ticket for the site
Pasture map extract and ticket “for other use” from the land department of the district administration.
- 1. Obtain the extract from the district pasture map
Where: Land department of the district administration
The department marks the pasture's lots, the stock routes and the springs. A café is placed outside stock routes and at least 50 m from a spring. A site on a stock route is moved when the herds come down in September, which is still in the season.
Bring: ID card or passport of the applicant
You receive: Extract from the district pasture map with the site marked
Cost: IS 25
Time: 30–120 min in the queue, 10–15 min at the counter, 3–7 days until the next step - 2. Obtain the agreement of the clan whose summer camp adjoins the site ★ optional
Where: Council of elders of the pasture's clan
Only where the pasture adjoins tribal land. The council of elders is not an institution of the ISEZ and its agreement is not a document of the ISEZ; the land department nevertheless asks whether it has been obtained, and writes the answer in the file.
Cost: customary gift (usually a sheep), IS 450
Time: 0 min in the queue, 120–360 min at the counter, 3–14 days until the next step - 3. Apply for the pasture-use ticket for other use
Where: Land department of the district administration
Pasture tickets are issued by the head of livestock. A café keeps no livestock and is issued a ticket “for other use” at 40 sheep units for each yurt. The ticket runs from 1 May to 30 September and is not extended into October.
Bring: Extract from the district pasture map with the site marked, Certificate of registration of the firm, ID card or passport of the applicant
You receive: Pasture-use ticket “for other use” (1 May – 30 September)

Obtain a line-zone pass (sites near the line)
Pass of the Border Demarcation Brigade of the Republican Gendarmerie, for sites within 2 km of the Qara-Chik line.
- 4. Apply for a line-zone pass on Form RG-9 ★ optional
Where: Border Demarcation Brigade
Only if the site is within 2 km of the Qara-Chik line. Form RG-9 is the form for crossing the line; the box “stay in the line zone without crossing” is ticked. The Brigade measures from the line as drawn on its own map, which is not the land department's map; where the two differ, the Brigade's map applies to the pass and the department's to the ticket. No site is approved beyond the line.
Bring: Pasture-use ticket “for other use” (1 May – 30 September), ID card or passport of the applicant, Two photographs, 3.5 × 4.5 cm
Cost: IS 30 per person

Where: Gendarmerie checkpoints on the Qara-Chik line (x 9)
Every arrival and departure of the staff is written in the post's book. A member of staff who leaves without being written out is counted as still on the pasture, and the café's pass is not renewed next year until he is found.
You receive: Line-zone pass for the site, the staff and the vehicles
Time: 10–60 min in the queue, 5–15 min at the counter, 0–1 days until the next step
