Full procedure Import a tractor or farm machinery

A new or used wheeled tractor, combine harvester or other self-propelled agricultural machine, bought abroad and brought in by road through a main crossing for use on a farm in the ISEZ.

Tractors and self-propelled machines are not vehicles for registration with the Highway Patrol Corps: they are registered with the Agricultural Machinery Inspectorate of the Talas Basin Agricultural Directorate, which issues its own plates and a machine passport. The importer is registered with the Chamber of Commerce and Industry as a foreign trade participant (Form FTE-2). A new machine needs Iradstandart's certificate of conformity for its type; a used machine is examined by the Inspectorate instead and, if it has worked in the field, inspected by the Plant Quarantine Inspectorate for soil. After registration the machine is insured with Iradstrakh and declared for the annual road-use charge on Form DIC-5. Steps are listed in the order in which their documents are needed.

Register as a foreign trade participant and register the contract

Registration card and contract registration at the Chamber of Commerce and Industry of Irad.

  1. 1. Submit the registration card (Form FTE-2)
Where: Chamber of Commerce and Industry of Irad
Once for each firm or farm, not for each import. A family farm without a firm registers in the name of the head of the farm; the card is then valid only for goods for the farm's own use, which are written on it by customs heading.
Bring: Certificate of registration of the firm, Taxpayer registration card, ID card or passport of the applicant
You receive: Registration card of a foreign trade participant (Form FTE-2)
    Cost: IS 180
Time: 20–60 min in the queue, 15–25 min at the counter, 5–10 days until the next step
  2. 2. Register the purchase contract
Where: Chamber of Commerce and Industry of Irad
The contract names the machine by make, model, year and frame number. A contract for “a tractor” without a frame number is registered, but the machine cannot later be matched to it.
Bring: Foreign trade contract (original and two copies), Invoice of the foreign supplier, Registration card of a foreign trade participant (Form FTE-2)
You receive: Registration card of the foreign trade contract
    Cost: IS 250
Time: 20–60 min in the queue, 15–25 min at the counter, 3–5 days until the next step

Pay the seller abroad

Deal passport at Talasbank and approval of the Currency Control Department of the Bank of Irad.

  1. 3. Open a deal passport at Talasbank
    Where: Talasbank (any branch)
A deal passport is opened for every import contract above US$ 10,000. The limit of US$ 300 a month on cash dollar conversions does not apply to payments under a deal passport, which are made by transfer only.
Bring: Registration card of the foreign trade contract, Foreign trade contract (original and two copies), Certificate of registration of the firm, ID card of the director of the firm
You receive: Deal passport (opened at Talasbank)
    Cost: IS 150
Time: 20–60 min in the queue, 20–40 min at the counter, 2–4 days until the next step
  2. 4. Obtain the Currency Control Department's approval to buy dollars
Where: Currency Control Department, Bank of Irad
Machines on the list of the Irrigation Modernization Programme (laser levellers, drip pumps) are approved first; other machines in the order of the deal passport's number.
Bring: Deal passport (opened at Talasbank), Registration card of the foreign trade contract, Invoice of the foreign supplier
You receive: Approval to purchase United States dollars for an import contract
    Cost: IS 300
Time: 20–60 min in the queue, 15–20 min at the counter, 10–21 days until the next step
  3. 5. Transfer the payment and have the statement stamped
    Where: Talasbank (any branch)
The statement is stamped at the head office, Central Square, foreign currency hall. Customs accepts it for 30 days; a machine that arrives later is valued by the catalogue.
Bring: Approval to purchase United States dollars for an import contract, Deal passport (opened at Talasbank)
You receive: Statement of the payment abroad, stamped by Talasbank
    Cost: transfer commission (0.2%), $0.002 per US$
Time: 20–90 min in the queue, 10–20 min at the counter, 1–3 days until the next step

Bring the machine in through the frontier

Customs post at a main crossing, plant quarantine for used machines, and a licensed temporary storage yard.

  1. 6. Present the machine at the customs post on its low-loader
Where: Customs posts at the frontier crossings (x 2)
A machine on a low-loader is declared as a load and travels under customs seal. A machine driven in on its own wheels is a vehicle, needs transit plates and is not admitted to the Chu Gate car lanes; the low-loader is therefore recommended.
Bring: Registration card of the foreign trade contract, Invoice of the foreign supplier, International consignment note (CMR), Statement of the payment abroad, stamped by Talasbank
You receive: Bonded transit document and customs seal
    Cost: IS 60 per machine
Time: 60–300 min in the queue, 20–40 min at the counter, 0–1 days until the next step
  2. 7. Have a used machine inspected for soil and plant residues ★ optional
Where: Plant Quarantine Inspectorate (At the crossing, by appointment through the Inspectorate's Talas office)
Only for used machines and machines that have worked in the field. The machine arrives washed; a machine with soil on the tyres or in the header is washed at the post at the importer's expense, and the wash water is collected in the post's tank and charged by the litre.
Bring: Bonded transit document and customs seal, Invoice of the foreign supplier
You receive: Certificate of freedom from soil and plant residues (used machinery)
    Cost: IS 120 per machine
Cost: washing at the post, if needed, IS 200 per machine
Time: 30–180 min in the queue, 30–60 min at the counter, 0–1 days until the next step
  3. 8. Place the machine in a licensed temporary storage yard
Where: Licensed temporary storage yards (car-import yards)
Car-import yards accept machines up to 3 m wide. A combine harvester with its header removed counts as 3.4 m wide and waits in the open yard of the Talas terminal at the same rate; the header waits beside it and is charged as a second machine.
Bring: Bonded transit document and customs seal
You receive: Storage receipt of the licensed temporary storage yard
Cost: IS 35 per machine, per day
Time: 20–90 min in the queue, 10–20 min at the counter, 0–1 days until the next step

Time: 20–60 min in the queue, 15–30 min at the counter, 14–30 days until the next step
  2. 10. Have one machine of the type inspected at the yard
Where: Iradstandart, State Agency for Standards, Metrology and Certification (At the storage yard)
The officer checks the lights, the brakes, the roll-over protective cab and the slow-vehicle triangle. Lights that are not white in front and red behind are replaced before release.
Bring: Storage receipt of the licensed temporary storage yard
    Cost: IS 180 per machine
Time: 0 min in the queue, 30–60 min at the counter, 3–7 days until the next step
  3. 11. Collect the certificate of conformity for the type of agricultural machine
Where: Iradstandart, State Agency for Standards, Metrology and Certification
You receive: Certificate of conformity for the type of agricultural machine
Time: 10–40 min in the queue, 5–10 min at the counter, 1–2 days until the next step

Declare the machine and pay duty

  1. 12. Have the machine valued by customs

Bring: Customs valuation note, Registration card of the foreign trade contract, Bonded transit document and customs seal, Storage receipt of the licensed temporary storage yard, Statement of the payment abroad, stamped by Talasbank, Invoice of the foreign supplier
You receive: Customs declaration with the release stamp
