Full procedure Open a private kindergarten

A private kindergarten (bala bakcha) for children from one to seven years old, with meals and a day sleep.

A private kindergarten is opened by a registered firm or association (see Open a café for registering a firm) and needs a licence for preschool education from the city education department. Its places are counted in the district's quota of preschool places and are allocated before anything else. The licensing commission sits on the last Friday of each month and considers only files in which every certificate is valid on that day. The licence names the number of places; an increase is a new licence.

Obtain an allocation of places from the district quota

Allocation by the preschool section of the city education department from the district's annual quota of places.

  1. 1. Apply for places in the quota of the district
Where: City education department: preschool section
The department sets the number of preschool places in each district every March for the year from 1 September, and private places are allocated from the same number in the order of application. Places not taken up by 1 June return to the state kindergartens of the district. A kindergarten opened in another district than the one in the allocation is a new application.
Bring: Certificate of registration of the firm, Photocopy of the registration certificate, certified by the Register of Firms (6 copies), Lease or ownership certificate of the premises, Floor plan of the premises, 1:100, Application form (from the counter, filled in by hand in blue ink)
