Full procedure Open a bakery with a tandoor in a courtyard

Nan baked in a tandoor in the courtyard of a private house and sold from the gate or a window to the street.

A nankana bakes nan in a tandoor and sells it at the gate. The baker registers as a sole trader on Form RF-1 (see Open a café for a firm). The tandoor is a source of open fire and is inspected by the State Fire Inspectorate as a structure; the households around the courtyard give notarised consent; flour is used only with a recognised certificate of quality for its batch. A nankana with seats for customers is a café, and one that delivers is a food business with vehicles, which this procedure does not cover.

Register as a sole trader

Registration at the district office of the Register of Firms on Form RF-1, then the statistical code and the Tax Inspectorate.

  1. 1. Collect the census confirmation slip (business census 2026)
    Where: Territorial Statistics Office
A person who is not yet a business answers the census questionnaire (Form TSO-26) as a business that is about to exist. The Register of Firms does not accept applications without the slip until 30 November.
Bring: ID card or passport of the applicant
You receive: Census confirmation slip (business census 2026)
Time: 20–90 min in the queue, 25–40 min at the counter, 1–3 days until the next step

Time: 20–60 min in the queue, 5–10 min at the counter, 0–1 days until the next step
  3. 3. Submit Form RF-1 and sign in front of the registrar

Under “Activity” write “baking and sale of bread (nan) in a tandoor”. “Bakery” alone is entered as an industrial bakery, which needs a building of its own and a building permit.
Bring: ID card or passport of the applicant, Census confirmation slip (business census 2026), Extract from the land register
You receive: Certificate of registration of the firm
Time: 30–120 min in the queue, 20–30 min at the counter, 1–3 days until the next step
  4. 4. Register as a taxpayer
    Where: District Tax Inspectorate

Notice signed by the street committee and notarised consent of the households around the courtyard, at the State Notary Office No. 1.

  1. 5. Have the street committee sign the notice to the neighbours
    Where: Street committee (köchö komiteti)
The notice states the place of the tandoor in the courtyard, the hours of baking and the fuel. Baking may begin at 5:00; a notice that gives an earlier hour is not signed.

You receive: Notice to the neighbours, signed by the street committee

Bring: Notice to the neighbours, signed by the street committee, ID card or passport of the applicant

A wood-fired tandoor has beside it a box of 0.5 m³ of dry sand and a shovel with a red handle. A gas-fired tandoor needs in addition the act of the gas service, which the gas service issues for stoves and boilers.
