Full procedure Open a mobile phone shop selling SIM cards

A shop in a city of the ISEZ selling mobile telephones and accessories, and the SIM cards and top-up vouchers of Attelkom or Torgoy as an authorised dealer.

SIM cards are sold only by authorised dealers of an operator licensed in the ISEZ, under the dealer agreement and the regulation on the identification of subscribers: every card is sold to an identified person against an ID card or passport, with a contract signed in the shop by a member of staff on the Section's list, kept for five years, and the subscriber's data sent to the operator before the card is activated. Telephones offered for sale are entered in the register of mobile equipment identifiers (IMEI) kept by the Communications Supervision Section of the Department of Infrastructure and Communications; a telephone not entered is not connected to any network in the ISEZ. The shop also needs a trade licence, a registered signboard and a cash register. A dealer may hold agreements with both operators but keeps a separate subscriber register for each. The shop must already be registered as a sole trader or a company (see Open a café).
