Full procedure Rent a stall at Bazar-i Kalan

A trading place in the covered rows of Bazar-i Kalan in Talas, selling dried fruit, nuts and spices by weight.

Trading places at municipal bazaars are let by the market administration under the 2013 regulation. Places in the covered rows of Bazar-i Kalan are allocated from the waiting list once a quarter. Goods sold by weight are weighed on scales verified by Iradstandart; every seller has a medical book, and every stall a cash register registered with the District Tax Inspectorate. Meat, milk and kymyz are sold only in the halls with a veterinary laboratory and follow other rules. The other municipal bazaars of Talas, Nurzhan and Iyık Janyl follow the same steps at their own administrations. The trader must already be registered as a sole trader (see Open a café).

Obtain a trading place from the waiting list

Waiting list and quarterly allocation of places by the Administration of the Bazar-i Kalan.

1. Enter your name in the waiting list book
Where: Administration of the Bazar-i Kalan
Entries are made by hand on Tuesdays and Thursdays from 7:00 to 9:00, in the order of arrival at the office door. The number in the book is written on the receipt and, in pencil, on the back of your ID card.
Bring: ID card or passport of the applicant, Certificate of registration of the firm
You receive: Entry in the waiting list for trading places (number in the book)

2. Attend the quarterly allocation of places
Where: Administration of the Bazar-i Kalan (Bazar-i Kalan, dried-fruit row)
Hours: First Sunday of each quarter, 6:00
Places are allocated in the order of the book, in the dried-fruit row. An applicant who is not present when his number is called moves to the end of the book. A place not used for ten trading days is allocated again at the next allocation.

Sign the lease of the trading place

Lease for the calendar year with the market administration; rent in cash at the administration's window.

3. Have the counter measured and sign the lease
Where: Administration of the Bazar-i Kalan
The lease names the row, the number and the length of counter, measured with the administration's own tape. A counter extended by the previous tenant is let at its present length.

4. Pay the rent and the deposit at the cash window

Rent is paid three months in advance, in cash som, with a deposit of one month that is returned when the place is given up with its counter intact.

5. Collect the stamped lease

Obtain medical books for the sellers

Medical commission at the city polyclinic for everyone who stands at the stall.

6. Pass the medical commission
Where: City polyclinic (medical commissions)
Each seller, including relatives who stand in on market days. The book is renewed every year, with a chest X-ray.
Bring: ID card or passport of the applicant, Two photographs, 3.5 × 4.5 cm

Have the scales verified

Verification by Iradstandart and entry in the market's register of control scales.

7. Bring the scales to the Iradstandart courtyard on verification day

Hours: Trade scales: Monday, 9:00–12:00
Trade scales are verified on Mondays, when the bazaar is closed. Electronic scales need an Iradstandart certificate that the model is approved; dial scales of the Soviet pattern are verified with their own set of weights, which are verified separately, one by one.

8. Have the scales entered in the register of the control scales
Where: Administration of the Bazar-i Kalan
The bazaar keeps control scales at its east gate on which buyers may reweigh their purchases. The administration enters your scales' verification number in its register; a difference of more than 20 g in a kilogram is entered in the register and on your stall's card.

Register a cash register

A cash register of an approved model, registered at the District Tax Inspectorate and sealed at the stall.

9. Obtain Iradstandart's certificate for the model
Where: Iradstandart, State Agency for Standards, Metrology and Certification
Bring: Invoice of the foreign supplier
You receive: Certificate that the cash register model is approved

10. Register the cash register
Where: District Tax Inspectorate
The address of the cash register is the row and number of the stall. A cash register moved to another stall is registered again.

11. Have the fiscal memory sealed by the Inspectorate's engineer
Where: District Tax Inspectorate (At the stall)
The engineer seals the cash register at the stall on a trading day between 10:00 and 12:00. The stall may not trade until the seal is fixed, and the engineer does not come on Mondays, when the bazaar is closed.

Have the stall passed by the market's sanitary inspector

Check by the City Sanitary Inspectorate's post at the bazaar before the first trading day.

12. Show the stall, the coats and the caps to the inspector
Where: City Sanitary Inspectorate (Bazar-i Kalan, sanitary post at the east gate)
A white coat and cap for each seller, a lid on every open sack, goods 15 cm above the floor, and a price tag in Iradi on each kind of goods with the price per kilogram in som. Tags in Russian may be added below, in smaller letters.

Pay the daily market levy

Levy collected at the stall each trading day by the row controller.

13. Pay the levy to the row controller every trading day
Where: Administration of the Bazar-i Kalan (At the stall)
In cash, against a tear-off ticket kept at the stall until closing time. The ticket is shown to the sanitary, tax and fire inspectors on request. A day's levy is due for any day on which the stall is open, even if nothing is sold.

14. Rent a lockable storage chest for the night ★ optional

Goods may not be left on the counter overnight. Chests are rented by the month at the cash window; the administration keeps a second key.
